Is Chattanooga "Liberal Unfriendly?"

I was browsing the web this morning, and came across this page. Although the page looks a little dated, do the comments on the page still have any merit? And if Chattanooga is a "liberal unfriendly" town, do the people of this city feel that is a good thing?
